Will the Mexican Congress pass a General AI Law before December 31, 2026?

Market context

Mexico entered H2 2026 without a General AI Law. The Senate AI Commission's proposal remains a working document, stalled by a prerequisite: first, an amendment to Article 73 of the Constitution must be passed to grant Congress the authority to legislate on the matter (bills by Monreal and Morena/PRI legislators, all still pending in committee). Only sector-specific binding reforms exist so far (LFT and LFDA, published in the DOF on May 14, 2026). The question is whether Congress will pass and publish in the DOF a comprehensive general law before the end of 2026.

Resolution criteria

• How it resolvesResolves YES if before December 31, 2026, a General AI Law (comprehensive framework, not a sectoral reform) is approved by both chambers of Congress, signed into law by the Executive, and published in the DOF. Resolves NO if by December 31, 2026, no such law has been published, including cases where only sectoral reforms, the Article 73 constitutional amendment, or committee rulings without DOF publication have advanced.
