The animal welfare constitutional reform passed in 2024, but the implementing law has been "very stalled" for two years due to a lack of political agreement between Morena and the PVEM, according to Dulce Ramírez, director of Igualdad Animal. A draft opinion already exists in both chambers' Environment committees, but neither has advanced discussion. The National Poultry Farmers Union, the Mexican Kennel Club, and other sectors that "profit off animals" oppose including food-production animals under the law's rules on raising, transport, and slaughter.
