The proposal must appear in an official document, a diplomatic note, a formal address before an international body, or a bill submitted to the Argentine Congress. Statements in interviews, campaign speeches, or informal remarks by the President or officials (such as the one that prompted this market) do not count. Resolves No if no such formal presentation occurs before that date, including if the sovereignty claim continues only through traditional channels (UN resolutions reiterating the call to negotiate, General Assembly speeches with no specific proposed model, etc.) without a concrete transition scheme.
