Does the Argentine Government Present a Formal "One Country, Two Systems" Proposal for the Falkland Islands (Malvinas) Before December 31, 2026?

Market context

In an interview with The Economist, Milei proposed using the Hong Kong model (the UK-China 1984 handover agreement, "one country, two systems") as a precedent for eventually returning the Falklands/Malvinas to Argentina. British foreign secretary Ed Miliband pushed back immediately, citing the 2013 referendum where islanders voted almost unanimously to remain British. Does this move from an interview remark to a formal proposal before year's end?

Resolution criteria

• How it resolvesResolves Yes if Argentina's government (Foreign Ministry or Presidency) formally presents to the United Kingdom, the UN (the C24 Decolonization Committee or the General Assembly), or any other international body a concrete sovereignty-transfer proposal for the Falklands/Malvinas that includes a transitional autonomy scheme, joint administration, or continuity of islander institutions and legislation for a set period (in the style of the model applied to Hong Kong in 1984), on or before December 31, 2026, 23:59 Argentina time (ART). The proposal must appear in an official document, a diplomatic note, a formal address before an international body, or a bill submitted to the Argentine Congress. Statements in interviews, campaign speeches, or informal remarks by the President or officials (such as the one that prompted this market) do not count. Resolves No if no such formal presentation occurs before that date, including if the sovereignty claim continues only through traditional channels (UN resolutions reiterating the call to negotiate, General Assembly speeches with no specific proposed model, etc.) without a concrete transition scheme.
